The Splash Redirect module allows you to redirect a user to an alternate location when they visit a designated page on your site.  You can also configure the Splash Redirect to only direct the user once.  For example, the first time a user visits your homepage you could redirect a user to terms of use for your website.  In subsequent visits users would not be directed to the terms of use page.  By using Splash Redirect you will ensure your users are seeing what you intend for them to view when you want them to view it.
